One year has passed when Indonesia in particular LADI (Indonesia Anti-Doping Agency) was suspended by WADA (World Anti-Doping Organization<\/em>) through its letter on October 7th<\/sup>, 2021. Decision of WADA definitely surprised all of the Indonesian people including the President Joko Widodo who has shown his deep concern. Furthermore, the decision occurred at the time when the XX National Sports Games of 2021 was being organized in Papua. It is also a surprise, because it occurred when the National Badminton Team won on October 17th<\/sup>, 2022 on the grand final of the Thomas Cup Championship after losing the cup for 19 years. After defeating the Chinese Team, the winner team of Indonesia and all of the Indonesian people should celebrate the victory of Thomas Cup and then should see the Indonesian raising flag which was being accompanied the Indonesian National Anthem. However, the national flag was not able to be flown due to the sanction of WADA. \u00a0On the Indonesian sports stakeholders’ mind at the time, there would have been an amounting worry on possible fail for Indonesia to host few international sports events or it would be prohibited for raising the Indonesian flag if the Indonesia would have won on any international event.

Fortunately, WADA lifted the suspension on February 2nd<\/sup>, 2022. LADI changed then its name to IADO (Indonesia Anti-Doping Organization) on an official ceremony and launching by Minister of Youth and Sports Mr. Zainudin Amali, accompanied by the Chairman of the WADA <\/em>Sanctions Revocation Acceleration Task Force Mr. Raja Sapta Oktohari and the Chairman of <\/em>dr. Musthofa Fauzi. In the next development, there has been replacement of the chairmanship of IADO on May 13th<\/sup>, 2022 from dr. Musthofa Fauzi to Gatot S. Dewa Broto. From the May 2022, there have been significant reformations: to continue the previous homework, to repair the organization by defining the Articles of Association and in particular setting up the Bylaws which has never been formulated before, to communicate better with WADA and SEARADO (South East Asia Regional Anti-Doping Organization<\/em>), to provide sufficient budget of IADO fully supported \u00a0by the Ministry of Youth and Sports and other sources, to formulate better regulation of IADO, to accelerate any anti-doping education\u00a0 and doping control activities, which are mandatory strongly requested by WADA, and others.

Even though performance of IADO is getting better, it does not mean that IADO is already safe from the threats which would possibly be decided by WADA. Any threat is always on anytime, not only to NADO (National Anti-Doping Organization) of Indonesia (on this case is IADO), but also to all of NADOs and or all of IFs (International Sports Federation) if on the basis of its monitoring and assessment by WADA, such sport entity is regarded not to comply with the World Anti-Doping Code, as LADI was suspended on October 2016 to February 2017 and on October 2021 to February 2022. In addition, the possibilities of sanction almost happened to give to LADI on May 2021 (it would be difficult to imagine if the sanction was provided by WADA and then the gold medal of Tokyo Olympic Games obtained by female double players of Gresya Polii\u00a0 and Apriyana could not be accompanied\u00a0\u00a0 by the national raising flag) and then May 2022 (it would be difficult to imagine if the sanction was provided by WADA and then it was prohibited to host FIBA Asia Cup and ASEAN Para Games of 2022). Such fragile circumstances strongly request IADO to be anytime fully well preparedandwell organized in handling management of anti-doping in Indonesia. For an information, when LADI was suspended by WADA on October 2021, there were actually 2 Indonesian athletes only, sentenced to use certain prohibited substances. Accordingly, the sanction did not relate to the number of the suspected athletes instead of the organization governance and quality of communication of NADO of Indonesia to WADA and SEARADO anytime.

Learning from the previous sanction and being slightly not so high awareness of anti-doping in Indonesia, so even though IADO has routinely interacted with WADA and SEARADO as well as has reformed intensively organization, it is recommended for IADO to organize a national anti-doping forum, enabling specifically WADA, SEARADO and all national sports stakeholders to share and exchange their experiences for a better performance of IADO. The following cases are samples of the problems faced by IADO:<\/p>\n\n\n\n

  1. There are few managements of national sport federation and athletes who are less aware of the usage of TUE (Therapeutic Use Exemption) to solve any health problem of athlete. If they fail to consume any suitable medicine, they would be regarded as taking doping when DCO (Doping Control Officer) of IADO suddenly does any doping control.<\/li>\n\n\n\n
  2. There are few managements of national sport federation and athletes who are less aware on the usage of ADAMS (Anti-Doping<\/em> Administration & Management System) and updating on Whereabouts, namely an indispensable tool to allow a NADO to locate athletes at any time<\/em> and to conduct test. Then the related-NADO fills them to the respective RTP (Registered Testing Pool) as part of their authority to the elite athlete.<\/li>\n\n\n\n
  3. There are few managements of national sport federation and event organizer who show limited care to inform IADO on the mandatory activities of anti-doping education and doping control, in particular for national and or international sports events.<\/li>\n\n\n\n
  4. There are few managements of national sport federation, trying silently to utilize any local health laboratory (which is totally prohibited by IADO and in particular WADA on the basis of the reason that all of the sample collections shall be compulsory delivered to the WADA-accredited anti-doping laboratory). Their options mostly refer to efficiency and to get quick results.  <\/li>\n<\/ol>\n\n\n\n

    The national anti-doping forum will be held on November 30th<\/sup>, 2022 in the Ballroom of the Sultan Hotel in Jakarta. According to the schedule, the event will be officially opened by the Minister of Youth and Sports of the Republic of Indonesia Mr Zainudin Amali and will be attended by Representatives of WADA and SEARADO. It will also attend by   Chairman of KONI (National Sports Committee of Indonesia), Chairman of NOC of Indonesia, chairmen of national sport federations, representatives or high-ranking officials of certain ministries and non-ministries, heads of regional offices of youth and sports across the country, representatives of limited private companies which used to provide sponsorship, and of course certain top, elite athlete.  In addition, IADO will also invite a former athlete who is now a coach of a sports program. She was very successful in her achievement with lots of medals from national and international sports events, until she had a big problem due to doping. The important message she will express is that she will strongly encourage all of the other athletes not to take any prohibited substances, because she then lost everything including reward, medals, bonus and public trust.  Furthermore, the present of WADA and SEARADO will be also important, for they will be expected to identity and remind all national sports stakeholders in Indonesia on lots of urgent needs and actions which should be recovered by IADO.  Accordingly, the main purpose of the forum is expected to strongly enhance common awareness of anti-doping among all national sports stakeholders: it shall not be mandatory to athletes himself \/ herself only, but it shall be mandatory to the following parties such as athlete support persons, national federation, National Olympic Committee, national paralympic committee, national sports committee, related government and private institutions and public. Through the forum, it will invite and remind all national sports stakeholders to show their commitment for handling anti-doping activities in accordance with the World Anti-Doping Code for better sports achievement in Indonesia.
