Requesting strongly all National Federation was one of the biggest challenges at the very short time for IADO to fulfill the oblgation raised by WADA.<\/figcaption><\/figure>\n\n\n\n<p class=\"has-text-align-center\"><strong>Jakarta, 1 January 2024<\/strong><\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>IADO has completed all of its obligations throughout 2023. For IADO, 2023 was the<br>most difficult year compared to 2022 and other previous years when the handling of<br>doping control was still under the coordination of LADI. The details are as follows:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The Ministry of Youth and Sports is really deserved to be appreciated, because it continues to show its commitment to provide sufficient budgets for IADO activities even though it does not interfere at all in decision making process and operational activities of IADO. This Government commitment is in accordance with the provisions stipulated in Article 23.3 of the World Anti-Doping Code, which states: &#8220;Signatories shall devote sufficient resources in order to implement anti-doping programs in all areas that are compliant with the Code and the International Standards.&#8221; In addition, the issue of budget adequacy has always been one of the crucial issues monitored by WADA to each NADO (National Anti-Doping Organization). Meanwhile, the independence itself is in accordance with Article 23.5.1 of the World Anti-Doping Code, stating: &#8220;To be independent in their operational decisions and activities from sport and government, including without limitation by prohibiting any involvement in their operational decisions or activities by any Person who is at the same time involved in the management or operations of any International Federation, National Federation, Major Event Organization, National Olympic Committee, National Paralympic Committee, or government department with responsibility for sport or anti-doping.\u201d Furthermore, this independence has also been stated in Article 98 of paragraph (3) of the Law of No. 11 of 2022 on Sports, stating: &#8220;The national anti-Doping organization as referred to in paragraph (2) is the only national anti-doping organization that is independent, professional, objective and accountable in carrying out its duties, functions and authority according to with the regulations of the World Anti-Doping Agency.\u201d<\/li>\n\n\n\n<li>The Directorate of Testing \u00a0(which is also supported by the presence of 51 DCOs \/ Doping Control Officers and 7 BCOs \/ Blood Collection Officers) collected samples at ICT (In Competition Testing), namely activities taking place for example during national championships, certain national and international events counted to 180 samples (from athletes who are declared as champions or who are declared to break records). December 2<sup>nd<\/sup>, \u00a02023 in Surabaya, Jakarta, Bandung and Surakarta (in cooperation with DCOs of FIFA). <\/li>\n\n\n\n<li>BTN Jakarta Run \u00a0on November 12<sup>th<\/sup>, \u00a02023 in the Medan Merdeka Selatan area, Jakarta.<\/li>\n\n\n\n<li>World MTB Eliminator Championship 2023 on November 12<sup>th<\/sup>, 2023 in Palangkaraya (to support DCO\u2019s of ITA).<\/li>\n\n\n\n<li>Borobudur Marathon \u00a0on November 19<sup>th<\/sup>, \u00a02023 in the Borobudur area, Magelang.<\/li>\n\n\n\n<li>National Canoeing \u00a0Championship 2023 for the\u00a0 Qualification Round of 2024 National Sports Games\u00a0 on November 18<sup>th<\/sup> to 19<sup>th<\/sup>, 2023, at the Situ Cipule Venue, Karawang.<\/li>\n\n\n\n<li>National Rowing Championship 2023 for the\u00a0 Qualification Round of 2024 National Sports Games\u00a0 on November 30<sup>th<\/sup> to December 1<sup>st<\/sup>, 2023, at the Situ Cipule Venue, Karawang.<\/li>\n\n\n\n<li>15<sup>th<\/sup> \u00a0SEA Youth Athletics Championships 2023 on December 7<sup>th<\/sup> to 9<sup>th<\/sup>, 2023 at the National Athletics Centre, Pathum Thani, Thailand (in cooperation with DCAT).<\/li>\n\n\n\n<li>PLN Run on December 10<sup>th<\/sup>, 2023 in BSD Area, Tangerang.<\/li>\n\n\n\n<li>Indonesia Open Aquatic Championship 2023 on December 12<sup>th<\/sup> to 15<sup>th<\/sup>,\u00a0 2023 at the Aquatic Stadium, GBK Senayan, \u00a0Jakarta.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Directorate of Testing did not concern with sample collection only, but it was also \u00a0responsible to implement \/ enforce Article 2.1 to Article 2.11 of the World Anti-Doping Code, which are among other things, state that an athlete could be declared to have been exposed to doping, it is not solely caused\u00a0 he \/ she has been proven consuming prohibited substances only. \u00a0However, in fact there are \u00a0several other actions could also result in being declared doping, such as avoiding or refusing to be tested, failure to demonstrate their presence, acting to prevent or respond to reporting to the authorities or for other reasons. There is \u00a0currently \u00a0a tendency for some athletes, although the number is still very limited, they \u00a0potentially violate these provisions. That is the reason that\u00a0 since the middle of 2022 IADO has been very intensive in providing anti-doping education regarding Articles 2.1 to. Article 2.11.<\/li>\n\n\n\n<li>In 2022, the Directorate of Education definitely carried out series of physical anti-doping education activities directly to 15 provinces across the country, national federations and to other parties which were carried out virtually. For 2023, the number of provinces visited was only 5 provinces (due to budget constraints). The difference of 2023 instead of 2022 was that \u00a0in 2023 the conception and emphasis on anti-doping education were much more developed and more conceptual, so that it allowed\u00a0 the Directorate of Education \u00a0to be more in-depth and detailed than in the previous year, dominated by deliveries of general content. In addition, it allowed the Directorate of Education to start preparing an Education Plan which is also required by WADA, by involving various parties from the Ministry of Youth and Sports, academic communities, National Sports Committee of Indonesia, National Olympic Committee of Indonesia, and Indonesian National Committee for UNESCO,\u00a0 supported by routine consultation with WADA in charge of education.<\/li>\n\n\n\n<li>One of the activities, consuming lots of time\u00a0 for IADO was the implementation of ADEL (Anti-Doping eLearning Platform), due to a Circular sent by the OCA (Olympic Council of Asia) which was published in November 2022 and addressed to all Asian country members. The OCA in its circular required athletes who would compete in the 2023 Asian Games to have a comprehensive\u00a0 understanding of anti-doping through ADEL, so that athletes were ready to compete in a condition that were free from doping. Since the beginning of 2023 ADEL material has been available in Indonesian language. IADO, in collaboration with NOC of Indonesia, tried to ensure that the implementation of ADEL could be completed at least before July 31<sup>st<\/sup>, \u00a02023, despite the fact that perhaps the data entered were mostly not yet\u00a0 complete. As a result IADO had to go door to door to NOC of Indonesia, the Ministry of Youth and Sports and several national federations. Because if these were incomplete, IADO might be blamed. Luckily, prior to \u00a0the 2023 SEA Games taking place in Cambodia, ADEL had been implemented by IADO even though it was not required by the SEA Games Federation. Accordingly, for the purpose of ADEL for the 2023 Asian Games, IADO remained to continue, event thought it was not so easy due to the new obligation for athletes.<\/li>\n\n\n\n<li>The Directorate of Intelligence and Investigation (I &amp; I) has shown a significant performance increase in 2023 compared to 2022, which it previously tended to find\u00a0 its suitable \u00a0patterns that should become its vision and mission, while the other 2 directorates (the Directorate of Testing\u00a0 and the \u00a0Directorate of Education have already more settled, although the last two were \u00a0also required to\u00a0 sharp their deep performance) were already busier in their activities. That performance increase was \u00a0in line with the hard efforts of the related directorate to communicate directly with 55 national federations by visiting them directly while collecting private data . whose target is now to reach 65 national federations that have signed \u00a0MoUs with IADO to encourage their athletes to utilize the SpeakUp facility. As a result of the intensive activities of the Directorate of Intelligence and Investigation, a number of anti-doping violations or ADRV (Anti-Doping Rule Violations) could be revealed and become input for IADO to emphasize such information.<\/li>\n\n\n\n<li>The Secretariat General as the leading unit \u00a0of the organization carried out its performance optimally: starting from financial management, office management, human resource\u00a0 management and preparation as well implementation of regulations. During the year of 2023 a number of the following outputs have been produced by the Secretariat General:\n<ul class=\"wp-block-list\">\n<li>Completion of the Memorandum of Understanding (MoU) with the total 69 National Sport Organization, consisting of 65 National Federations, 3 National Committees (National Sports Committee of Indonesia, National Olympic Committee and National Paralympic Committee of Indonesia), and 1 National Athlete Association (Indonesia Olympian\u00a0 Association). <\/li>\n\n\n\n<li>The number of the produced SOPs (Standard Operating Procedures) increased from 22 in 2022 to 40 in 2023.<\/li>\n\n\n\n<li>The number of the visited landing pages on IADO\u2019s website increased to 100%.<\/li>\n\n\n\n<li>Settlement of the signed conflict of interest documents, whose purpose is ensure there is no conflict of interest among internal members of IADO and also with other parties.<\/li>\n\n\n\n<li>Completion of a Memorandum of Understanding with BAKI (Indonesian Sports Arbitration Board). The purpose of the agreement is to enable BAKI to establish a Results Management Appeal Panel Committee that has been assigned by IADO.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Based on the 2022 performance, IADO tried to improve its performance, because its 2022 was dominated by circumstances\u00a0 where IADO was at the beginning in a transition period after LADI was suspended by WADA. As a result, for the purpose of restoring the trust which should be obtained from national sports stakeholders who were affected by WADA sanction, IADO had to accelerate its performance improvements in sometimes emergency situations, because they were worried that at any time they could be subject to suspended again by WADA. Accordingly, from the beginning of 2023, \u00a0IADO began to perform proportionally according to the World Anti-Doping Code and coincidentally at the end of April 2023 IADO benefited the inspection conducted by the WADA Audit Team to IADO. The WADA audit allowed IADO to carry out a lot of reflection \/ introspection on a number of weaknesses which appeared a lot IADO, although as a consequence IADO was required in a fairly short time to carry out follow-up actions on a number of WADA audit findings.<\/li>\n\n\n\n<li>A number of international conferences \/ workshops \/ symposiums attended by few High Ranking Officials \/ Staffs of IADO. Those are as follows:\n<ul class=\"wp-block-list\">\n<li>Secretary General of IADO Mrs. dr Eka Wulan Sari attended the MCR (Member Country Representative) and SEARADO Board Member Meeting on April 4<sup>th<\/sup>, 2023 in&nbsp; Phnom Penh, Cambodia.<\/li>\n\n\n\n<li>Secretary General of IADO Mrs. dr Eka Wulan Sari attended &nbsp;the NADO Anti-Doping Leaders Meeting on May 31<sup>st<\/sup>, 2023 in &nbsp;Icheon, South Korea.<\/li>\n\n\n\n<li>Chairman of IADO Mr. Gatot S. Dewa Broto&nbsp; and Deputy Assistant on Training Central of Sports for Achievement, the Ministry of Youth and Sports &nbsp;Mr. dr. Bayu Rahadian attended&nbsp; the WADA Regional Conference &nbsp;on June 12<sup>th<\/sup> and 13<sup>th<\/sup>, 2023 in&nbsp; Colombo, Ceylon.<\/li>\n\n\n\n<li>Chairman of IADO Mr. Gatot S. Dewa Broto and Director of Education of IADO&nbsp; Mrs. Natashya Marcellina attended Asia-Oceania Anti-Doping Education Symposium 2023 &nbsp;on July 26<sup>th<\/sup> and 27<sup>th<\/sup>, 2023 in Singapore.<\/li>\n\n\n\n<li>Secretary General of IADO Mrs. dr. Eka Wulan Sari, Director of Testing &nbsp;Mrs. Linda Rosalina,&nbsp;Director of Intelligence and Investigation Mr. Suharyanto, Mr. dr Pande Putu Agus Mahendra&nbsp; and few DCOs attended the DCO Symposium on August 23<sup>rd<\/sup> and 24<sup>th<\/sup>,&nbsp; 2023 in &nbsp;Kuala Lumpur, Malaysia.<\/li>\n\n\n\n<li>Chairman of &nbsp;IADO Mr. Gatot S. Dewa Broto dan Secretary for Chairman of IADO &nbsp;Ms. Adinda Laksmi Tiarasari attended &nbsp;the Ninth Conference of Parties (COP9) to the International Convention Against Doping in Sport on October 25<sup>th<\/sup> and 26<sup>th<\/sup>, 2023 in Paris, Perancis.<\/li>\n\n\n\n<li>Director of Education of IADO Mrs. \u00a0Natashya Marcellina attended the International Anti-Doping Seminar in Asia \u2013 Oceania and Education Workshop on December 12<sup>th<\/sup> and 13<sup>th<\/sup>, 2023 in\u00a0 Tokyo, Japan.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>On the end of November 2023, IADO announced violations of anti-doping regulations, conducted by \u00a06 athletes who were declared doping as announced on the IADO website on November 30<sup>th<\/sup>, \u00a02023. They came from various national federations,\u00a0 namely on the sport of bodybuilding (Mr. Misnadi, Mr. Agung Budi Laksono and Mr. Benny Michael Kaunang), aquatic (Mr. Glenn Victor Sutanto) and taekwondo (Mrs. Mariska Halinda). According to the provisions, they \u00a0be announced after getting consents or\u00a0 approval from each of the main management of each national federation.
