As a follow-up to previous meetings and subsequent correspondence since the initial meeting on February 28th, 2023, at the IADO office, on April 23th, 2026, the IADO Management held another meeting with the Management of the Jakarta Medical Laboratory, led directly by its head, Dr. Budi Wibowo. The meeting on April 23rd, 2026, did not address matters fundamental to the Jakarta Medical Laboratory’s plan to establish an ABP laboratory. As it is known, based on the consideration that the current WADA-accredited laboratory network may be geographically limited to fully serve the practical development of the Athlete Biological Passport (ABP), particularly in certain regions of the world, WADA in 2010 approved criteria for approving non-WADA-accredited laboratories (e.g., clinical and forensic laboratories) for blood analysis in support of the Athlete Biological Passport.<\/p>\n\n\n\n

Few years ago, the Jakarta Medical Laboratory initially intended to build a WADA-accredited anti-doping laboratory in Jakarta and IADO fully respected this intention in accordance with the World Anti-Doping Code and International Standards for Laboratories. However, due to the very strict requirements stipulated in the International Standard on Laboratories, such a plan has not been a priority in the near future. For example, Article 4.1.3 which regulates the Provisions for Support Letters states, among other things: \u2026\u2026 Such a support letter must show a commitment from the relevant Laboratory which must be able to analyze a minimum of 3,000 samples per year starting from the second year after obtaining accreditation from WADA\u2026\u2026 As comparative data, IADO has only collected an average of around 500 samples every year since 2022 except in 2024 when it reached 1,365 samples due to the 2024 PON and PEPARNAS. However, it then plummeted in 2025, which was only able to take 574 samples due to budget constraints from the government.<\/p>\n\n\n\n

Recognizing the high level of difficulty in its requirements, the Jakarta Medical Laboratory has inclined to plan to build an ABP Laboratory, which in the long term will continue to be a WADA-accredited laboratory, considering that currently all doping test samples from Indonesia are always sent to Bangkok, which has an impact on high costs. So far, almost all of the requirements submitted by the the Jakarta Medical Laboratory to WADA have been met (including a letter of recommendation from the IADO). However, there are still certain requirements that have not been met, including payment of insurance premiums and others. This does yet not include WADA’s plan to conduct several direct inspections of the Jakarta Medical Laboratory. Because the application process has been quite long and realizing that the equipment and human resources available at the Jakarta Medical Laboratory are on par with the quality of a number of health laboratories in several countries, the IADO has decided to accelerate the efforts to support the Jakarta Medical Laboratory.<\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
