Announcement of a Doping – Consuming Athlete in the Beginning of 2024

With reference to Article 5 of the World Anti-Doping Code, each NADO (National Anti-Doping Organization) is obliged to carry out tests on any athlete competing both in ongoing championships (ICT: in competition testing) and outside of competition (OOCT: out of competition testing). Therefore, IADO through this website conveys the following press statement:

  1. From the beginning of 2023 until two months before the end of 2023, IADO has processed several cases indicated as violations to the anti-doping regulation by several athletes from 3 national federations, and the results were published on November 30th, 2023 via press release on the IADO website.
  2. In addition to the previous announcement of IADO, then after the entire process of examining the substance has been completed by a laboratory recognized by WADA, IADO discovered that there was still a case in 2023 which should be announced only at the beginning of 2024 regarding a bodybuilding athlete, whose name is   Mr. Willi Ramadhita. The complete explanation is as follows:
    • The person concerned is one of the bodybuilding athletes who took part in the National Championship for Bodybuilding and Fitness on December 16th to 17th, 2022. Therefore, on December 17th, 2022 he was requested for sample collection by DCO in ICT). The sample was sent directly by IADO and received by the Anti-Doping Laboratory in Bangkok.
    • In the following development, exactly on September 3rd, 2023, IADO collected sample again that related athlete in OOCT instead of ICT. The out-of-competition sample collection was to follow the recommendation raised by APMU (Athlete Passport Management Unit) regarding the presence of anomalies in the samples of the athlete concerned previously when it was examined in the laboratory. The APMU recommendation stated that additional sample was needed from the athlete concerned because in the previous sample it turned out that the T/E ratio had been confirmed but the IRMS result of the sample was negative.
    • On November 8th, 2023, IADO obtained the examination result sent by the WADA – recognized laboratory in Bangkok, that the substance found in the athlete was Anabolic Androgenic Steroids (AAS / stanozolol metabolites 3′-hydroxy-stanozolol, 4 β-hydroxy-stanozolol, 16 β-hydroxy-stanozolol and S4 Hormone and Metabolic Modulators/GW 1516 metabolite GW 1516 -sulfone which is included in the qualifications of prohibited substances in the 2023 Prohibited List.
    • IADO accused the athlete based on the anti-doping violation referred on the presence of S1.1 Anabolic Androgenic Steroids (ASS) and S4.4 Metabolic Modulators on December 7, 2023 and the athlete agreed to hold at a face-to-face hearing on January 19th, 2024 conducted by the independent RM (Result Management) Committee, whose trial process and decisions are prohibited to be interfered by the Board of Directors of IADO. During the trial process, the athlete admitted to using the prohibited substance without consulting with his doctor nor his coach, because his purpose was to lose weight, since   he was going to take part in a certain performance.
    • The athlete has the right to appeal the hearing decision no later than 21 days after the athlete receives a copy of the decision. However, since a copy of the decision was sent by IADO on February 28th, 2024,  and after being waited by IADO until the following 21 days he has in fact not shown any indication to use an appeal right, so the legal decision has been final.
    • The athlete was declared to have violated the anti-doping rules stipulated in Article 2.1 of the World Anti-Doping Code regarding the presence of prohibited substances.
    • The athlete was sentenced to ban from participating in sporting events for 3 years (19 January 2024 to 18 January 2027). The person concerned must return the medals, points and prizes that have been taken from January 19th, 2022 until the start of the ban period for the next 3 years.
    • The person concerned should be given a sanction of 4 years. However, because he admitted his actions during the trial, his ban was reduced by 1 year.
  3. According to the provisions in the World Anti-Doping Code, especially Article 14.3.2, Article 14.3.3, Article 14.3.4 and Article 14.3.5, IADO on March 29th, 2024 sent a letter to the Chairman of PBFI (Indonesian Bodybuilding and Fitness Association) regarding notification of publication plan to impose sanction on athlete affected by doping. NADO’s obligation to make public announcements (regulated in Article 14.3.2 and Article 14.3.3) by first requesting approval from the athlete or federation (regulated in Article 14.3.4) and announced via the website (regulated in Article 14.3.5). In his response, the Chairman of PBFI answered via letter on April 3rd, 2024, which essentially gave an approval to IADO to announce it via the IADO website.
  4. IADO is very careful in announcing any doping sanction because it concerns the future interests of the athlete concerned (including seeking approval from his / her national federation of the sport concerned), so that only certain matters are presented in the announcement (this is only general matters that are summarized from the Examination Minutes). However, IADO would also be considered wrong by WADA if it does not announce it.
  5. The hearing process and even if there is an appeal hearing carried out by the RM Committee and the Independent Appeals Board are fully carried out objectively, because the IADO Management has no right to interfere the authority of the RM Committee as an independent committee and also the Independent Appeals Board.
  6. IADO will continue to increase its intensity of doping control activity, so that the potential for doping violations can be minimized and even eliminated as far as possible through various educational efforts and special explanatory approaches, because in fact doping cases can occur in various methods, in which  it is not caused  by any person who has been proven to have consumed prohibited substances only, but it is also caused by his / her  refusal to have samples taken, any person who is rejected to be contacted by IADO about his / her  status and  or his / her provocation to  other athletes to refuse any sample collection and so on as regulated in Article 2.1 to Article 2.11 of the World Anti-Doping Code.
