IADO Press Statement at the Beginning of 2025

The transition from 2024 to 2025 has just occurred a few days ago, and for that reason, IADO, in this opportunity, intends to convey a press statement at the beginning of 2025 related to the following various IADO activities that have been carried out throughout 2024:

  1. IADO continued to strive with various efforts to demonstrate its compliance with the World Anti-Doping Code. That was important, because at all times WADA (World Anti-Doping Agency) continued to monitor the performance of all NADOs (National Anti-Doping Organizations), IFs (International Federations), Governments and various institutions around the world that were also responsible for fighting against doping. The slightest mistake could result in sanctions by WADA, and the consequences could be very destructive as it was experienced by Indonesia at the end of 2021 to the beginning of 2022.
  2. As a continuation of the previous year, at the beginning of 2024 IADO was occupied by its very busy activities with its obligation to obtain a perfect total score in filling out the CCQ (Code Compliance Questionnaire) as a consequence of the many findings when the WADA Audit Team evaluated and audited IADO in April 2023. The audit had a positive impact, because a number of IADO weaknesses could be resolved immediately so that finally at the end of January 2024, the total IADO score was 95% even though it was not safe from sanctions. The remaining 5% was still very disturbing, and fortunately the government (Ministry of Youth and Sports, Ministry of Law and Human Rights and Ministry of Foreign Affairs) joined immediately to assist IADO by making a legal statement regarding the government’s guarantee to comply with the World Anti-Doping Code. IADO appreciated the special efforts shown by the government, because on March 12th, 2024 IADO received a written clearance from WADA that Indonesia escaped from the threat of sanctions. It was very hard to imagine at that time if the 5% was not fulfilled, then many international sporting events that Indonesia participated in would be disrupted and it politically would cause national controversial issues.
  3. During 2024, IADO imposed sanctions for violations of ADRV (Anti-Doping Rule Violation) for 3 athletes and there were till now 14 athletes who are still serving sanctions for violations of ADRV. They are as follows:

  1. Therapeutic Use Exemption (TUE) applications received by IADO during 2024 amounted to 57 TUE applications, whose details are as follows:
    • For standard TUE applications, IADO received 3 TUE applications, in which 2 TUE applications were returned because the drugs to be consumed by the athletes were not on the WADA 2024 Prohibited List and 1 TUE application was returned because the data was incomplete. The athletes who submitted TUE applications came from the sports of Cycling, Weightlifting and Athletics.
    • In the 2024 PON (National Sports Games) XXI organized in  the Aceh Province and Northern Sumatera Province, a total of 42 TUE applications have been processed by the TUE admin and the TUE Committee of the PON 2024, where 3 TUE applications were approved (granted) by the TUE Committee of the PON 2024, while 5 TUE applications were returned because the drugs to be consumed by the athletes were not on the WADA 2024 Prohibited List and 34 TUE applications were returned because the data was incomplete. The details of the athletes who submitted TUE applications came from 1 an athlete of KONI of Central Java, 4 athletes of KONI of  Western Java, 7 athletes of KONI of  Yogyakarta, 29 athletes of KONI of Eastern Java, and 1 athlete of  KONI of  Aceh.
    • In the PEPARNAS (National Paralympic Games) 2024  organized in  Solo, it has shown that 12 TUE applications were processed by the TUE admin and the TUE Committee of PEPARNAS, in which 2 TUE applications were approved (granted) by the TUE Committee of PEPARNAS 2024, while 6 TUE applications were returned because the drugs to be consumed by the athletes were not on the WADA 2024 Prohibited List and 4 TUE applications were returned because the data was incomplete. The details of the athletes who applied for TUE consisted of 1 athlete of NPC of Central Java, 3 athletes of NPC of Western Java, 6 athletes of NPC of  Yogyakarta, 1 athlete of NPC of Southern Kalimantan, and 1 athlete of NPC of Southern Sumatra.

  1. The IADO Education Directorate continued to strive to improve anti-doping education. On the one hand, education to a number of regions and sports branches were carried out, but at the same time it should also intensively assist the Indonesian NOC and NPC of Indonesia in facilitating their athletes so that they could obtain anti-doping education through the official WADA e-learning platform, namely ADEL (Anti-Doping Education and Learning). That did not yet include cooperation with the Testing Directorate in education about Whereabouts where the targeted athletes for receiving anti-doping education were RTP (Registered Testing Pool) athletes and then TP (Testing Pool) as stipulated in the applicable ISE.In addition, in several international multi-event or single-event events in certain sports, it was possible that whereabouts activation and filling were needed for the implementation of doping testing by the organizers, where of course there needed to be cooperation between the Education Directorate and the Testing Directorate to assist athletes. Then, no less important was the requirement for anti-doping education before competing by the organizers which has begun to be widely implemented. The Directorate of Education has tried to help athletes and ASPs regarding ADEL, namely by providing ADEL in Indonesian so that it could make it easier for athletes and ASPs to carry out the performance.
  2. Both the Testing Directorate, Education Directorate and Intelligence and Investigation Directorate continued to improve their HR competencies, namely:
    • The Testing Directorate  accredited 6 DCOs (Doping Control Officers) and reaccredited 42 DCOs and 10 BCOs (Blood Collection Officers) in cooperation with certain experts from SEARADO (South East Asia Regional Anti-Doping Organization). DCOs and BCOs were required to undergo re-accreditation every 2 years to ensure their competency complying with International for Testing and Investigations procedures so that their quality standards are maintained. The Testing Directorate also conducted Training of Trainers for 2 Testing staff who were supervised by experts from SEARADO and were assessed as meeting quality standards as Trainers so that they could be used for subsequent reaccreditation.
    • Directorate of Education fully realized that Indonesia has a vast geography of and the thousands of athletes throughout the country who still need to obtain understanding and knowledge about anti-doping. It was the reason for IADO in collaboration with several professors in the field of sports, a number of sports experts and former athletes, conducted an open recruitment followed by 278 applicants to become educators.  Such educators  in Indonesia are called PRESI (Presenter of Education) which was the first in Southeast Asia. Finally, after passing the administrative selection, interview selection and training, then 12 PRESI personnel were selected from various regions in Indonesia, whose background were various such as sports lecturers, former athletes and even Olympian, doctors, trainers, and of course those who had good communication skills and in accordance with the requirements expected from that open recruitment. After being selected, they were immediately deployed to assist educational activities with the Directorate of Education.
    • Similar to the Directorate of Education, the IADO Intelligence and Investigation Directorate tried to improve their competence through a plan to develop the number of investigators. That was important, because the challenges diverse increasingly and require more investigators from several institutions with almost the same main tasks and functions.
  3. Specifically for the results of doping collections during PON 2024 as well as PEPARNAS 2024, IADO has not yet been able to publish the results because the internal process has been coordinated according to WADA regulations. The latest  completion will be on March 2025, in which the results of the new doping examination can be announced, or 6 months after the end of the event itself.
