On March 11th, 2026, the Indonesia Anti-Doping Organization (IADO) sent an official letter to the Chairman of the Indonesian National Sports Committee (KONI) regarding an update on the resolution of doping testing issues from the 2024 PON, which was held in Aceh Province and Northern Sumatra Province. The letter essentially stated that, to date, the IADO had decided that nine athletes had been declared to have violated anti-doping regulations, based on notification of decisions sent to the athletes involved (and copies sent to the Chairman of the KONI and the Chairman of the relevant Sports Organization). The following athletes did not file appeals within the specified deadline:
- Achmad Alvian (Bodybuilding) – Decision sent January 12th, 2026;
- Wawan Bayu Riswana (Bodybuilding) – Decision sent January 12th, 2026;
- Dody Armanda Putra (Bodybuilding) – Decision sent on January 12th, 2026;
- Agung Wibowo (Bodybuilding) – Decision sent on January 14th, 2026;
- Indra Mulyadi (Bodybuilding) – Decision sent on January 14th, 2026;
- Hismawan Sulistiono (Bodybuilding) – Decision sent on January 14th, 2026;
- There are also three other cases in the administrative decision resolution process.
In accordance with the International Standard for Results Management (ISRM) provisions regarding the appeal deadline, due to the athlete’s failure to file an appeal within the specified period (as further stipulated in Article 13 of the World Anti-Doping Code), the sanction is now final and legally binding.
Furthermore, three athletes whose decisions were upheld have appealed, and this right to appeal is a reasonable one, as it aligns with the provisions of the World Anti-Doping Code and the International Standard for Results Management. The IADO is currently awaiting further coordination from the Indonesian Sports Arbitration Board (BAKI) to commence the hearing process in the near future.
Meanwhile, regarding other court proceedings / hearings, one case involving one athlete is currently scheduled for a hearing, scheduled to take place after Iedul Fitri. Furthermore, for international coordination, one case currently requires further coordination with the World Anti-Doping Agency (WADA) regarding the athlete’s request to pursue a Case Resolution Agreement (CRA).
IADO noted that despite various technical challenges in handling this case, the entire process is proceeding systematically with good cooperation from the athletes. IADO remains committed to carrying out its duties in accordance with the World Anti-Doping Code and applicable International Standards with the utmost care (which may result in longer processing times) and ensuring that all correspondence between the IADO and all athletes suspected of being sanctioned is conducted procedurally and supported by appropriate documentation. This aims to minimize the possibility of athletes evading contact with the IADO.
IADO always contacted athletes based on the email addresses and mobile phone numbers listed on the doping control forms (CDFs) they personally signed when their samples were taken. For the information, based on comparisons with previous National Games (PON), the 2024 PON is likely to have the highest number of athletes tested positive for doping. The 2012 PON in Riau recorded nine doping tests, the 2016 PON in West Java recorded twelve doping tests, and the 2021 PON in Papua recorded six doping tests. Meanwhile, at the PON in Aceh and North Sumatra, nine athletes have been found to have been affected by doping, plus three more pending appeals, and one athlete scheduled for a hearing after Iedul Fitri. Furthermore, one case under international coordination requires further coordination with the World Anti-Doping Agency (WADA) regarding the athlete’s request to pursue a Case Resolution Agreement (CRA). This brings the tentative total to 14 athletes.
A number of prohibited substances consumed and subsequently detected by the Bangkok Anti-Doping Laboratory include: sibutramine metabolites didemethyl-sibutramine and didemethy/-1-hydroxy-sibutramine, drostalonole metabolites, stanozolol metabolites, boldenone, methamphetamine and amphetamine, as well as norandrosterone, noretiocholanolone, and several other prohibited substances. The 2024 National Games (PON) not only had the highest number of athletes tested positive for doping, but also a concerning finding was the suspected use of prohibited narcotics. In addition, IADO conducted an audience with the National Narcotics Agency (BNN) on November 11th, 2025. The meeting, attended by the Chairman of IADO and his staff, and the Head of the Indonesian National Narcotics Agency (BNN RI), Marthinus Hukom, S.I.K., M.Si., and his staff, aimed to report findings indicating drug use at the 2024 National Sports Games (PON). However, due to the confidentiality of the process, the BNN has delegated the IADO to conduct an internal investigation. Once the report is published, as is currently the case, the IADO will immediately notify the final decision.
