In a strategic step to strengthen national anti-doping efforts, the Indonesia Anti-Doping Organization (IADO) carried out a benchmarking visit to the Italian National Anti-Doping Organization (NADO) on November 26th and 27th, 2024. The activity aimed to study the comprehensive approach implemented by NADO Italy regarding the integration of investigative and intelligence programs in efforts to prevent and enforce laws related to doping which has been running since 2022. During the visit, the IADO delegation gained in-depth insight into NADO Italy’s collaboration with various strategic institutions, such as NAS Carabinieri (Police State Department), involving more than 200 special investigative personnel called inspectors.
The collaboration allows them to proactively identify and address doping violations through an intelligence-based approach. In addition, NADO Italy also highlighted the importance of implementing a Memorandum of Understanding (MoU) with law enforcement, developing a secure information management system, and utilizing advanced technology for managing investigative data. In the ongoing discussion, NADO Italy provided valuable input regarding the formation of an investigator network in Indonesia. They recommended strengthening legal and operational frameworks, staff training focused on data analysis and evidence management, and developing strategic cooperation with national and international agencies, such as WADA and Interpol.
That approach has proven effective in supporting NADO Italy’s efforts to ensure transparency, fairness and compliance with global standards and is therefore recommended for implementation in Indonesia. The visit was an important moment for IADO in designing a long-term strategy to build more robust investigative and intelligence capabilities. With lessons learned from NADO Italy, IADO was optimistic that it can implement programs that are more integrated, adaptive and in accordance with international regulations. That step was also expected to have a significant impact in creating a sports ecosystem that is cleaner, fairer and has integrity in Indonesia.
