Jakarta, 13 February 2025

As a follow-up to the enactment of the Presidential Instruction No. 1 of 2025 on the Efficiency of the State Budget and Regional Budget, which comes into force on January 22nd, 2025, almost all Ministries and Non-Ministerial Institutions are affected and are compulsory to comply, including the Ministry of Youth and Sports. Therefore, on February 13th, 2025, IADO sent a letter No. IS-2.13.1/IADO/2005 to the Minister of Youth and Sports on IADO Performance Efficiency. It seems inappropriate if the budget provider, namely the Ministry of Youth and Sports, carries out efficiency, while IADO does not, although IADO realizes that IADO’s internal efficiency policy is something that is not expected considering that at the same time there is still a lot of work that has not been completed.

Some important things reported by IADO in the context of this efficiency are as follows: IADO will not procure/purchase goods, except for the procurement of sample collection equipment and for the procurement of educational activities on a very limited basis; IADO will not carry out room arrangements that will result in
additional assets; IADO will not hold work meetings and/or member meetings
outside the surrounding area of Jakarta; IADO will not conduct anti-doping education activities in 6 provinces that have never received anti-doping education activities, namely Central Papua, West Papua, North Kalimantan, West Sulawesi, Riau Islands
and Bengkulu; IADO will not conduct anti-doping education activities for staff who are Functional Positions of the Ministry of Youth and Sports; Starting from March 1st, 2025, the number of IADO personnel will be reduced from the original 24 personnel (23 members of IADO Management and 1 technical/administrative personnel) to 17 personnel (1 technical/administrative personnel including those dismissed); IADO will not attend the WADA Annual Symposium 2025 in early March 2025, which is usually mandatory for IADO representatives to attend. Although the meeting is important and mandatory, based on existing conditions, IADO has decided to cancel its planned participation; and IADO will only attend international meetings that are mandatory according to the WADA and/or SEARADO (South East Asia Region Anti-Doping Organization) agenda while still submitting a permit application to the Minister of Youth and Sports.
