Today, February 19th, 2025, an announcement is up loaded on the IADO.ID website related to the IADO decision on the imposition of sanction on a weightlifter (Mr. Muhammad Ibnul Rizqih) which has been decided by IADO (based on the RM / Result Management Committee report) in accordance with the World Anti-Doping Code regulations. The athlete, based on the sample collection on July 31st, 2024 through the OOCT (Out of Competition Testing) procedure, was found to have consumed a prohibited substance (furosemide) according to the analysis by the Anti-Doping Laboratory in Bangkok, whose result was received by IADO on September 9th, 2024.
Furthermore, on January 14th, 2025, IADO sent its sanction decision to the related athlete, and if the person concerned did not file an appeal within the next 21 days (until February 4th 2025), it was considered to have permanent legal force. It turned out that until the specified deadline, the athlete did not use his right to appeal, because he only wanted to get a reduction in the sanction, which could actually be submitted if the person concerned used his right to appeal even though there is no guarantee that the appeal process could grant his request, because it depended on the decision of the panel that processes the appeal and the reason for his submission. The RM Committee Panel and the appeal work very independently (their decisions might ot be interfered with by the IADO Management).
The decisions of the IADO RM Committee are as follows:
- Declaring that the athlete has violated the anti-doping rules as referred to in Article 2.1 and Article 2.2 of the World Anti-Doping Code regarding the presence and use of prohibited substances.
- Sentencing the athlete to serve a ban on participation in sports activities for 4 years.
- Declaring that the period of ban on participation in sport activities for the athlete should be effective from January 10th, 2025 to January 9th, 2029.
- Disqualifying the athlete’s sport match results from the date of receipt of the potential anti-doping letter, namely October 23rd, 2024 until the start of the ban period, namely January 10th, 2025. All medals, points or prizes obtained during this period are declared revoked.
For information, before the decision of the IADO RM Committee was taken, it had begun by sending of a preliminary notification by IADO on October 23rd, 2024, and continued with a letter of demand from IADO on November 26th, 2024, and then IADO on December 18th, 2024 had received a reply from the athlete concerned, which in essence he chosed to accept the sanction given without following the hearing process. IADO has also reported to the PABSI Leadership of this matter along with the entire series of processes.
This publication procedure has been carried out in accordance with the World Anti-Doping Code, especially in Article 14.3.2, Article 14.3.3, Article 14.3.4 and Article 14.3.5. As it is stipulated in Article 14.3.4, IADO should have sent a letter to the athlete or at least PABSI to obtain approval to be announced via the website (regulated in Article 14.3.5). However, because the athlete has acknowledged and has permanent legal force, the obligation to obtain approval was not mandatory.
IADO is very careful to announce this doping sanction because it concerns the future interests of the athlete concerned, so only certain things are presented in the announcement (this is only general information summarized from the Examination Report). However, IADO will also be considered wrong by WADA if it does not announce it.
