Strengthening the Role of Anti-Doping Intelligence and Investigation in the Asian Region

IADO’s Intelligence and Investigation (I&I) Directorate participated in an international training activity entitled Global Anti-Doping Intelligence and Investigation Network (GAIIN) Training organized by WADA’s Intelligence & Investigation Directorate at the Oberoi New Delhi, India, on May 12th to 15th, 2025. The training was attended by various representatives from the National Anti-Doping Organizations (NADOs) in the Asia and Oceania region, and also involved a number of representatives from law enforcement agencies of the host countries. Some of the countries that participated included the Maldives, Sri Lanka, the Philippines, and Indonesia. Meanwhile, certain countries were unable to attend due to concerns about security issues. In implementing the training, WADA used a case study-based approach and interactive group work.

One of the main focuses of this activity was to strengthen collaboration between NADO and law enforcement agencies, especially those handling the drug sector, customs, and police agencies including INTERPOL. The main emphasis was given to the importance of synergy in monitoring and handling the circulation of Performance Enhancing Drugs (PEDs), namely performance enhancing substances that are specifically used by athletes and are the main scope of global anti-doping surveillance efforts. In supporting the strengthening of the cooperation, participants were also introduced to the platform that is now provided by WADA, namely SISP (Secure Information Sharing Platform) where SISP allows the exchange of strategic information between NADO and law enforcement agencies from other countries to be carried out safely, verified, and privately in order to strengthen coordination and response in dealing with potential cross-jurisdictional anti-doping violations.

In addition, participants also gained a strategic understanding of the anti-doping intelligence work mechanism and cross-sector involvement in the investigation process. Various constructive inputs from the WADA I&I Directorate were also very valuable for IADO, especially in developing work systems and developing personnel in the field of investigation in the future. WADA also announced plans to launch the “Together We Stronger” award in April 2026, as a form of appreciation for NADO which has the best performance in carrying out intelligence and investigation operations. Through this participation, IADO sees the importance of starting to design a similar training program in Indonesia as part of the ongoing development process for prospective national investigators. The training did not only broaden institutional insight and capacity, but also strengthened IADO’s position at the international level as an active and credible partner in the world anti-doping intelligence network in exposing violations of anti-doping regulations in order to realize clean sport.
