Jakarta, 19 May 2025
IADO and PERBATI (Indonesian Boxing Federation) on May 19th, 2025 signed a Memorandum of Understanding on Anti-Doping Activities. The signing of the MoU took place at the IADO office in Jakarta, and was directly signed by the Chairman of IADO Gatot S. Dewa Broto and the Chairman of PERBATI Ray Zulham Farras Nugraha, attended by several officials and staffs from both parties. The agreement is very important, not only because it replaces the previous MoU that was signed by the Chairman of IADO with the Chairman of PERTINA (Indonesian Amateur Boxing Association) on November 10th, 2023, but also because based on the Executive Committee Meeting of the Indonesian Olympic Committee on April 7th, 2025, in which it was decided that NOC of Indonesia has decided to permanently terminate and lose PERTINA’s membership in the NOC of Indonesia.
For IADO, the matter of the termination of PERTINA and also the birth of PERBATI was not the domain of IADO, because it was the domain of the NOC of Indonesia and could not be separated from the expulsion of the International Boxing Association (IBA) from the membership of the International Olympic Committee (IOC) and the establishment of World Boxing as a new world boxing body recognized by the IOC. So that it has consequences for the establishment of new boxing bodies in each country affiliated with World Boxing. Furthermore, when on May 3rd, 2025 IADO received a letter from PERBATI regarding PERBATI’s request for IADO’s support for the existence of PERBATI and was followed by a letter dated May 5th, 2025 from the NOC of Indonesia to the Secretary General of World Boxing regarding the support of the NOC of Indonesia for PERBATI, a copy of which was addressed to IADO, then it became a strong legal basis for IADO to issue a letter of support and at the same time bind it in the form of signing an MoU.
In his explanation to PERBATI after the signing of the MoU, IADO said that after the signing, IADO would immediately submit its report to WADA. The report is important because it reminds IADO when it was audited on April 27th and 28th, 2023 in Jakarta, where one of the findings was to strongly request IADO to immediately bind all sports organizations in Indonesia to sign an MoU with IADO without exception. With the PERTINA Management, the MoU was signed on November 10th, 2023, and overall, until December 15th, 2023, there were 69 MoUs which had been collected from 65 National Sports Organizations, then there were 1 document from the NOC of Indonesia, 1 document from the NPC of Indonesia, 1 document rom KONI (National Sports Committee of Indonesia) and another one from the Indonesian Olympic Association. Now PERBATI is present at the 70th document. For IADO, the binding of this MoU is important before its development later if it is too late it will result in a reminding letter from WADA.
