On November 30th, 2023, IADO announced several athletes affected by doping in 2023. However, according to the World Anti-Doping Code, a complete announcement regarding the related – athlete is mandatory to obtain consent / approval from its National Federation. Given that Indonesian Taekwondo National Federation gave an announcement permit for 1 month only, while the other 2 national federations remain within the athlete’s sanction period, IADO shall be consistent to its must its commitment. Accordingly, the revision of this press release is as follows (without mention of the summary data of the related – athlete except for the name), and the press release which was uploaded on November 30th, 2023 is declared to be deleted.
According to Article 5 of the World Anti-Doping Code, each NADO (National Anti-Doping Organization) is mandatory to carry out any testing activity on athletes competing both in the ongoing championship (ICT: in competition testing) and the outside of competition (OOCT: out of competition testing). Therefore, IADO through this website conveys the following information revision:
- From the beginning of 2023 until two months prior to the end of 2023, IADO has processed several cases indicated as violations of anti-doping regulations, conducted by by several athletes from 3 national federations, namely body building sport (Mr. Jodie Jaya Kusuma, Mr. Misnadi, Mr. Agung Budi Laksono and Mr. Benny Michael Kaunang), aquatic sport (Mr. Glenn Victor Sutanto) and taekwondo sport (Mrs. Mariska Halinda).
- Body building sport program:
- Mr. Jodie Jaya Kusuma
- The related – person is one of the bodybuilding athletes who took part in the National Body Building and Fitness Championship on December 16th to 17th , 2022. However, when the IADO DCO (Doping Control Officer) tried to collect urine sample, he did not agree to do so without clear information until the specified deadline either electronically or physically. Then IADO (as Testing Authority) on January 4th, 2023 sent a letter notifying potential anti-doping violation to the related – athlete, whose copies also sent to the Board of Directors of the Indonesia Federation of Body Building and Fitness and the National Championship Organizing Committee. However, until the next following 14 days there was no response or explanation.
- IADO then submitted a letter of charge on February 9th, 2023 and gave an opportunity up to 20 days later to respond to it (for Mr. Jodie Jaya Kusuma to respond by the deadline of February 8th,2023), but there was no response.
- Actions of Mr. Jodie Jaya Kusuma violated Article 2.3 of the World Anti-Doping Code regarding Evading, Refusing or Failing to Submit to Sample Collection by an Athlete. As a result, violation of Article 2.3 impacts in suspending him on participation in sport activities for 4 years (starting from February 9th, 2023 to February 8th, 2027).
- The length of time between the time it was decided in a letter dated 9 February 2023 until now is to ensure that the administrative and legal procedures taken by IADO are in accordance with the World Anti-Doping Code. Furthermore, doping case in the form of violations of regulations (event thought he was not proved to consume prohibited substances) was the first case in Indonesia. This is a lesson for general athletes that they must comply with the World Anti-Doping Code, so that an athlete can be considered doping even if they do not consume prohibited substances.
- Mr. Misnadi
- The related – person is one of the bodybuilding athletes who took part in the National Body Building and Fitness Championship from December 16th to 17th , 2022. DCO requested to collect his urine sample on December 17th, 2022 in in competition (ICT). The samples (two samples) were immediately sent by IADO and received by the Anti-Doping Laboratory in Bangkok on December 23rd, 2022. Analysis results from the laboratory were obtained on February 17th, 2023 where prohibited substances (stanozolol, drostanolone and clenbuterol) were found.
- Declared to have violated the anti-doping rules as stated in Article 2.1 and Article 2.2 of the World Anti-Doping Code regarding the presence and use of prohibited substances.
- Suspended to be prohibited from participating in any sport events for 4 years (July 17th, 2203 to July 16th, 2027). The related – person is mandatory return the medals, points and prizes that have been taken from December 17th, 2022 until the start of the suspension for the next 4 years.
- Mr. Benny Michael Kaunang
- The related – person is one of the body building athletes who took part in the National Body Building and Fitness Championship on December 16th to 17th , 2022. DCO requested to collect his urine sample on December 17th, 2022 in in competition (ICT). The samples (two samples) were immediately sent by IADO and received by the Anti-Doping Laboratory in Bangkok on December 23rd, 2022. Analysis results from the laboratory were obtained on February 17th, 2023 where prohibited substance (stanozolol) was found.

The samples (two samples) were immediately sent by IADO and received by the Anti-Doping Laboratory in Bangkok on December 23rd, 2022. - The related – person is a swimming (aquatic) athlete. DCO requested to collect his urine sample on December 22nd, 2022 in in competition (ICT). The samples (two samples) have been directly sent by IADO and received by the Anti-Doping Laboratory in Bangkok. Analysis results from the laboratory were obtained on February 23rd, 2023 where prohibited substances (octodrine / 1.5 – dimethylhexylamine and its metabolite heptaminol) were found.
- The athlete, after being dissatisfied with the results of the hearing on March 24th, 2023, then submitted an appeal on June 1st, 2023 and then the appeal hearing took place on July 6th, 2023.
- However, at the appeal hearing, he did not provide evidence, arguments or new claims that could reduce the sanctions at the previous hearing, so the appeal was rejected.
- Declared to have violated the anti-doping rules as stated in Article 2.1 and Article 2.2 of the World Anti-Doping Code (which was decided after the previous hearing on March 24th, 2023) regarding the presence and use of prohibited substances.
- Suspended to be prohibited from participating in sporting events for 4 years (April 26th, 2023 to April 25th, 2027). The related – person is mandatory to return the medals, points and prizes that have been taken from December 14th, 2022 until the start of the ban period for the next 4 years.
- Mr. Glenn Victor Sutanto
- Referring to the provisions in the World Anti-Doping Code, especially Article 14.3.2, Article 14.3.3, Article 14.3.4 and Article 14.3.5, IADO on November 18th, 2023, November 19th, 2023 (continued dated November 21st, 2023) and November 24th, 2023, respectively, have sent letters to the Chairman of PRSI (AI), the Chairman of PBFI and the Chairman of TI regarding notification of plans to publish sanctions on athletes affected by doping in 2023. NADO’s obligation to announce it openly ( regulated in Article 14.3.2 and Article 14.3.3) should be done after obtaining the approval from the athlete or federation (regulated in Article 14.3.4) and announced via the website (regulated in Article 14.3.5). Bearing in mind that those who have replied to the notification letter are the Chairman of PBFI (Indonesia Federation of Bodybuilding and Fitness) who answered via letter on November 22nd, 2023, the Head of the Legal Commission representing the Chairman of Indonesian Taekwondo) who responded via letter on November 27th, 2023, and the Secretary General of AI (Indonesian Aquatics) who answered the letter on November 28th, 2023, then this announcement via the website is now released by IADO on the basis of its authority as regulated in Article 20.5.1 of the World Anti-Doping Code and also Article 98 paragraph (3) of the Law of No. 11 of 2022 concerning Sports, in which 2 related articles concern the independence of the national anti-doping agency in making decisions.
- To the board of directors of each own respective national federation are strongly requested to follow up the consequences for each of their athletes, such as the revocation of medals, scores and records and to ensure that the prohibition on the athletes concerned from competing within the sanctioned duration must be strictly adhered to.
- This public announcement by IADO is released as a part of IADO’s compliance with the World Anti-Doping Code. However, this announcement is uploaded on the IADO website with the following notes:
- The doping cases that occurred in the four bodybuilding athletes are uploaded on the period of suspension (according to approval from its national federation in its letter of November 22nd, 2023 in accordance with the provisions of the World Anti-Doping Code).
- For doping cases that occurred in one taekwondo athlete, it is uploaded for a maximum of 1 month only from the time it is uploaded (according to approval from its national federation in its letter of November 27th, 2023).
- For doping cases that occurred in one aquatic athlete, it is uploaded on the period of suspension (according to approval from its national federation in its letter of November 28th, 2023 in accordance with the provisions of the World Anti-Doping Code).
- IADO is very careful to announce doping sanctions because it concerns the future interests of the related – athletes (including seeking approval from the related national federation), accordingly only certain matters are presented in this release (the common summary only of the Minutes of the Examination). However, IADO will also be regarded not comply with the World Anti-Doping Code if it does not announce them if all procedures are also already fulfilled.
- The hearing process and even the appeal court carried out by the RM Committee were completely carried out objectively, because the IADO Management has no right to interfere the authority of the RM Committee as an independent committee.
- IADO will continue to intensify its efforts so that potential doping violations can be minimized and even eliminated as far as possible through various educational efforts and special explanatory approaches, because in fact doping cases could occur even thought any athlete they is not proved to have consumed any prohibited substances, but because he / she refuses to have samples collected, does not want to be contacted by IADO about his / her position status and or tries to provok other athletes to refuse for sample collection and so on as regulated in Article 2.1 to Article 2.11 of the World Anti-Doping Code.
- Regarding the findings of the WADA Audit Team (when auditing IADO in April 2023) which stated that WADA discovered a doping case occurring on 2015 but unfortunately was not followed up by LADI, and consequently it must be IADO’s responsibility to follow up. IADO then communicated through the written document with the Chairman of LADI at that time and received the answer that he did not know because the operational activities of LADI were not carried out by him instead of another person. In addition, it has also been reported by IADO to WADA, that it was most likely that that did not occur in Indonesia, because the related – national federations felt that they have never handled that sport programs.
